How topics are selected

Unlike categories (which are defined by the source agency), topics are defined by the reader's question: "Is this car seat safe for my baby?", "Should I evacuate ahead of this storm?", "Is the air outside safe to exercise in today?". Each topic is a curated bundle of live data pages, educational guides, and source-agency links that together answer that question.

We add a topic when (a) at least one active Areazine category maps to it, (b) we have a companion guide explaining the underlying classification, and (c) the question corresponds to a recurring real-world decision readers make.
