The notice as issued
At 750 AM EDT, Doppler radar and automated rain gauges indicated that heavy rain has exited the warned area, leaving only light to moderate rainfall. Between 1.5 and 3 inches of rain have fallen overnight. Additional rainfall amounts of 0.5 inch are possible in the warned area through 11 AM. Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by heavy rain. SOURCE...Radar and automated gauges. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. Some locations thathe expected rainfall rate is 1 to 2 inches in 1 hour. will experience flash flooding include... Roanoke, Salem, Vinton, Rocky Mount, Boones Mill, Ferrum and Penhook. This includes the following streams and drainages... Back Creek, Blackwater River, Big Chestnut Creek and Big Bear Rock Branch.
