What the agency told people to do

Move to higher ground now! This is an extremely dangerous and life-threatening situation. Do not attempt to travel unless you are fleeing an area subject to flooding or under an evacuation order. In hilly or mountainous terrain there are numerous low water crossings which are potentially dangerous in heavy rain. Do not attempt to cross flooded roads. Find an alternate route.
