The warning affects Southeastern Winona County in Minnesota; East central Buffalo County, La Crosse County, Southwestern Jackson County, Northwestern Monroe County, and Trempealeau County in Wisconsin. Specific locations include Arcadia, Trempealeau, Galesville, Dakota, Brice Prairie, Holmen, Independence, Onalaska, Whitehall, Blair, North Bend, Franklin, Camp Decorah, Stevenstown, Chimney Rock, Rockland, County Roads D E And E, and Mindoro.
