Eastern Scotts Bluff County, west central Morrill County, and northeastern Banner County in the Nebraska Panhandle. Locations impacted include Scottsbluff, Gering, Mitchell, Bayard, Terrytown, Minatare, Melbeta, McGrew, Wildcat Hills State Recreation Area, Scotts Bluff County Fairground, Scotts Bluff National Monument, Scottsbluff Airport, Chimney Rock National Historic Site, Wrights Gap, Moomaw Corner, and South Bayard Junction.
