The warning specifically affects Butte County and Glenn County in California. Impacted locations along the Upper Sacramento River System include Ord Ferry, Tehama Bridge, and Vina Woodson Bridge.

Recent precipitation is leading to minor flooding. As of 7:45 AM PST Wednesday, the river stage was recorded at 108.2 feet. The river is forecast to rise above the flood stage of 114.0 feet, reaching a crest of 114.6 feet on Thursday morning.
Specific impacts include:
- 110.3 feet: Water overflows into Butte Basin, flooding dips on Ord Ferry Road west of River Road in Butte County.
- 112.0 - 113.0 feet: Water inundates portions of Ord Ferry Road (County Road 32) in Glenn County from CA-45 east to the county line.
- 113.8 feet: Design overflow levels are reached for M&T, 3Bs, and Goose Lake flood control facilities. M&T overflows will close River Road from Ord Ferry Road to Chico Road.

The Flood Warning is in effect until 7:26 PM PST on Thursday, February 26. The river is expected to rise above flood stage late Wednesday evening and is projected to fall below flood stage by early Thursday afternoon.
