The warning covers the South Laramie Range and the South Laramie Range Foothills. This includes the Interstate 80 Summit between the cities of Cheyenne and Laramie.

Two distinct periods of high winds are expected:
- Initial Period: West winds between 30 to 40 mph with gusts reaching up to 65 mph.
- Second Period: West winds increasing to 35 to 45 mph with gusts reaching up to 70 mph.

- Second Warning: Effective from 5:00 PM MST this afternoon through 11:00 AM MST Saturday, February 28.
