South Central Runnels County in west central Texas, including Rowena. Specific low water crossings impacted include CR 116 crossing Pony Creek, County Road 400 crossing Indian Creek, County Road 399 crossing Indian Creek, County Road 401 crossing Rocky Creek, crossings along County Road 398, crossings along County Road 255, County Road 252 crossing Little Concho Creek, County Road 253 crossing Little Concho Creek, County Road 357 crossing Little Concho Creek, and crossings along County Road 363.

Hazard includes life threatening flash flooding of creeks and streams, urban areas, highways, streets and underpasses.
