South Central Cochise County in southeastern Arizona, including Douglas, Bisbee-Douglas Airport, and Pirtleville. Highways affected include Route 80 between mile markers 353 and 373, and Route 191 between mile markers 1 and 16. Streams and drainages include Whitewater Draw, Gadwell Canyon, and Leslie Creek.
