Central Estill County in east central Kentucky and southwestern Powell County in east central Kentucky. Specific locations include Stanton, Irvine, Clay City, Ravenna, Hardwick, Cottage Furnace, North Irvine, Kimbrell, Willow Tree, Vaughns Mill, Cow Creek, Hargett, Calloway Crossing, Wiseman Crossing Station, Spout Springs, West Irvine, Weedon, South Irvine, Pitts and Sandhill.

Weather radar indicated thunderstorms producing heavy rain across the warned area. Between 2 and 4 inches of rain have fallen. Flash flooding is ongoing or expected to begin shortly.
