The warning covers Harrison County in east central Ohio, Jefferson County in east central Ohio, Brooke County in northern West Virginia, and Hancock County in northern West Virginia. Locations that will experience flash flooding include Weirton, Steubenville, Cadiz, Wellsburg, Toronto, Wintersville, Mingo Junction, Follansbee, Hooverson Heights, New Cumberland, Hopedale, Smithfield, Scio, Adena, Jewett, Dillonvale, Amsterdam, Brilliant, Richmond and Bowerston.
