Eastern Estill County, Southeastern Powell County, West Central Breathitt County, Northeastern Lee County, and Southwestern Wolfe County in east central and southeastern Kentucky. Specific locations include Fincastle, Booth, Vada, Grannie, Whisman, Primrose, Williba, Airedale, Zoe, Flat, Torrent, High Falls, Monica, Zachariah, Mary, St. Helens, Rogers, Fillmore, Canyon Falls and Leeco.

Doppler radar indicated thunderstorms producing heavy rain across the warned area. Between 0.75 and 1.75 inches of rain have fallen. Additional rainfall amounts up to 1 inch are possible. Flash flooding is ongoing or expected to begin shortly.
