West Central Hunterdon County and Warren County in northwestern New Jersey; Eastern Northampton County in eastern Pennsylvania; Southeastern Monroe County in northeastern Pennsylvania; North Central Bucks County in southeastern Pennsylvania. Specific locations that may experience flash flooding include Easton, East Stroudsburg, Washington, Blairstown, Bangor, Pen Argyl, Wind Gap, Belvidere, Harmony, Oxford, Alpha and Hope. Affected highways include Interstate 78 in New Jersey between mile markers 0 and 8; Interstate 80 in New Jersey between mile markers 0 and 13; Interstate 80 in Pennsylvania between mile markers 311 and 314.

At 12:05 AM EDT, Doppler radar and automated rain gauges indicated thunderstorms producing heavy rain across the warned area. Between 0.5 and 1.5 inches of rain have fallen. The expected rainfall rate is 1 to 2 inches in 1 hour. Additional rainfall amounts of 1 to 2 inches are possible.
