The notice as issued

* WHAT...Flooding caused by excessive rainfall is possible. * WHERE...A portion of southeast Texas, including the following counties, Austin, Brazos, Burleson, Colorado and Washington. * WHEN...Through Friday evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS... - Showers and thunderstorms capable of producing heavy downpours will impact the watch area through Friday evening. Embedded training rain rates of 2-4 inches per hour will be possible with the deep tropical airmass overhead. Locations that experience training storms with heavier rainfall rates may experience rapid runoff that could result in flash flooding. Those living in areas prone to flooding should be prepared to take action should flooding develop. Stay weather aware and be ready to take action when Flash Flood Warnings are issued, particularly wireless emergency alert Flash Flood Warnings for considerable and/or catastrophic flooding. - http://www.weather.gov/safety/flood
