The notice as issued

* WHAT...Flooding caused by excessive rainfall is occurring. * WHERE...Muscatine County in east central Iowa... Louisa County in southeastern Iowa... Washington County in southeastern Iowa... * WHEN...Until 1130 AM CDT Friday. * IMPACTS...Numerous roads remain closed due to flooding. Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. Expect many areas of slow moving or standing water. * ADDITIONAL DETAILS... - At 1129 AM CDT, Emergency management reported several road closures, many creeks out of their banks, and widespread field flooding in the warned area. Flooding is already occurring. Between 2 and 4 inches of rain have fallen. - Additional rainfall amounts of 0.3 to 1 inch are possible in the warned area, with rain ending early this evening.

What the agency told people to do

Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be aware of your surroundings and do not drive on flooded roads. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.
