* WHAT...Flooding caused by excessive rainfall continues. * WHERE...Southeastern Franklin County in south central Nebraska... Webster County in south central Nebraska... * WHEN...Until noon CDT Thursday. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Streams continue to rise due to excess runoff from earlier rainfall. * ADDITIONAL DETAILS... - At 206 AM CDT, Doppler radar and automated rain gauges indicated that much of the Warning area had picked up at least 2-4 inches of rain over the past 24 hours. Primarily minor flooding of several rural roads is likely. Area creeks and rivers will also experience at least noticeable within- bank rises, and actual flooding of main rivers is possible but less certain. Additional off and on light rain remains possible today, mainly during the morning hours, before rain completely ends for several days. - This includes the following streams and drainages... Oak Creek, Moorehouse Creek, Beaver Creek, School Creek, Farmers Creek, Spring Creek, Walnut Creek, Rock Creek, Big Cottonwood Creek, Center Creek, Ash Creek, Penny Creek, Bone Creek, Indian Creek, Thompson Creek, Flat Creek, Willow Creek, Crooked Creek, West Fork Elm Creek, amd Little Cottonwood Creek. - Some locations that will experience flooding include... Red Cloud, Franklin, Blue Hill, Campbell, Bladen, Guide Rock, Bloomington, Riverton, Cowles, Inavale and Rosemont. - http://www.weather.gov/safety/flood

What the agency told people to do

Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding.
