The notice as issued

At 1207 AM HST, Doppler radar and automated rain gauges indicated that heavy rain was falling over Kauai. Rain was falling at a rate of 1 to 2 inches per hour. Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by heavy rain. SOURCE...Radar and automated gauges. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. Some locations that will experience flash flooding include... Kapaa, Princeville, Kilauea, Hanalei, Alakai Swamp Trails, North Fork Wailua Trails, Wainiha, Haena, Na Pali State Park, Kokee State Park, Wailua Homesteads and Wailua.

What the agency told people to do

Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Be aware of your surroundings and do not drive on flooded roads.
