IMPACT...Life threatening flash flooding of creeks and streams, urban areas, highways, streets and underpasses. * Some locations that will experience flash flooding include... Dunken and Elk. Rio Penasco and Bluewater Creek. Locally heavy rainfall has fallen in southern areas of this warning, including on Russel Gap Rd., Bear Canyon Rd., and Canyon Rd..
